NYRA Sues State Over Racino Plan

ALBANY, New York ??? As reported by the New York Times-Union: “The New York Racing Association has sued the state for failing to approve a video lottery terminal casino at Aqueduct, a move that could complicate matters if the state tries to give a different operator its racing franchise.
“In an action filed Tuesday in U.S. Bankruptcy Court for the Southern District of New York, NYRA seeks a declaration that the state’s attempt to take the Aqueduct, Belmont and Saratoga thoroughbred tracks, which NYRA claims it owns, is unconstitutional and unenforceable.
“NYRA’s action could block the first competition ever for the franchise to run races at the track.”
